I asked several EE's about this issue and the general consensus is that 
electronic equipment intended for the U.S. market is designed  to handle a 
line voltage from 100V to 140V AC 60Hz.  For the Japanese market, the range 
is 90V to 140V 50/60Hz.
However, they had a couple caveats.  First, although the above voltage 
ranges are standard design guidelines, not all product meets them.  
Secondly, older equipment is less likely to handle the same range.  Modern 
switching power supplies are much better at handling wide voltage ranges 
than older power supply designs, for example.
