Thanks for the report. Dark and oily sounds like Vienna to Italian. Full City might have tiny spots of oil but I don't think an oil sheen that would be described as oily would develop until Vienna (where it will be a light sheen) and later. I don't think you will generally see oil in City or City+.
I hope that didn't seem to nitpicky. I hope someone will correct me if I am wrong.
