I have a La Pavoni Europicola and my filter looks the same. It looks like every hole has an indentation in between. I believe that this is intentional, and probably has something to do with how the part is clamped in order to stamp or machine these tiny holes. So, I suspect, that if you order another you'll have the same thing. Are the holes/indentation in a regular pattern or irregular? If irregular, then you might have a manufacturing defect.
